The role: Technical Program Manager, Vendor Delivery Management

Google's projects, like our users, span the globe and require managers to keep the big picture in focus while being able to dive into the unique engineering challenges we face daily. As a Technical Program Manager at Google, you lead complex, multi-disciplinary engineering projects using your engineering expertise. You plan requirements with internal customers and usher projects through the entire project lifecycle. This includes managing project schedules, identifying risks and clearly communicating them to project stakeholders. You're equally at home explaining your team's analyses and recommendations to executives as you are discussing the technical trade-offs in product development with engineers.

The program manager for Fiber works to manage vendor delivery of dark fiber circuits, colocation and power in compliance with Google contractual requirements. This entails in depth analysis of vendor handover packages and analysis of fiber data in conjunction with a team of experts. They will plan requirements with internal customers and usher projects through the entire project lifecycle. This includes managing project schedules, identifying risks and clearly communicating them to project stakeholders. They’re equally at home explaining recommendations to executives as they are discussing the technical trade-offs with network engineers. They should also stay ahead of industry standards and feedback to the acquisition team to ensure that our contracted standards are best-practice.

Responsibilities:

  • Serve as primary vendor contact for management for dark fibre and associated infrastructure. Pushing the deliveries through to acceptance documentation of routing/ technical drawings / test results and successful billing.
  • Ensure deliveries are on time and to Google required standards. Escalating up vendor management chains as necessary if delivery timelines are at risk.
  • Management of a professional relationship with vendors including dispute resolution and escalating within Google as appropriate. Manage troubleshooting efforts on dark fiber circuits, clearing reflective events. Management of process improvements and participation in new OSS introductions.
  • Lead kickoff and regular project status meetings. Keep downstream teams at Google apprised of project and delivery status. Manage exceptions and communicate delivery dates, issues and risks and mitigations to the rest of the organization. Assist upstream planning, design, and acquisition teams in developing infrastructure requirements, priorities, and delivery date expectations. Manage project scope changes.
  • Review vendor colocation, power, and dark fiber handover packages for compliance to Google contract requirements. Manage turnaround of analysis of vendor OTDR traces make acceptance recommendations based upon a set of standard requirements, fiber types, industry best practices and personal experience.

Minimum Qualifications:

  • BA/BS degree (In lieu of degree, relevant skills or equivalent experience).
  • Experience in dealing with vendor fibre delivery and associated issues and risk mitigation as well as a good understanding of vendor access and security procedures
  • Proven experience in global carrier relations/vendor management
  • In depth knowledge of fiber optic cable plants, fiber types [such as SMF-28, LEAF, G.652, G.655] as well as fiber impairments such as loss, reflections, CD, PMD and it's impact on a network’s operational capability and practical field solutions to those issues.

Preferred Qualifications:

  • Ability to produce scopes of work and risk assessment and method statements
  • Working knowledge of a carrier/Telco best practices including carrier circuit provisioning installation practices. (How to layout relay racks, route fiber ducts and cable ladders, install equipment, terminate, test, and troubleshoot fibers.) and Telco DC powering in a central office environment.
  • A broad knowledge of optical networking practices and DWDM fundamentals in a carrier grade environment.
  • Excellent organizational, project management and management level communication skills.
